Compliance is everyone’s responsibility at ICBHS. We prioritize maintaining positive and supportive environments, guided by our core values. The Compliance Unit plays a crucial role in upholding these values by ensuring everyone follows to department policies, procedures, and the highest ethical standards outlined in our Code of Conduct.

The Compliance Unit is essential for our organization’s integrity. Here’s why:

Risk Analysis: The unit carefully assesses departmental risks, conducting regular audits and investigations related to compliance.

Training and Education: We believe in empowerment through knowledge. The Compliance Unit organizes training programs to boost awareness of ethical practices mandated by laws, regulations, and guidelines.

Issue Resolution: If compliance issues surface, the unit is committed to thorough investigation and resolution, fostering a culture of integrity aligned with our mission.

Promoting Transparency and Trust
Compliance is the foundation of reliable and transparent services to our valued members. It builds trust with providers and partners. Every member of our workforce is expected to actively prevent, detect, and deter fraud, waste, and abuse. This includes reporting any workplace conduct non-compliance or suspected fraud, waste, and abuse, including false claims. Your vigilance is crucial, and you can report anonymously.

How You Can Help
You too can contribute to maintaining our high standards. If you suspect or witness any violation, including false claims related to ICBHS’s services and operations, your report can make a difference. Reports can be made anonymously.

You May Report the Following:

  • Conflict of Interest
  • Code of Conduct Violations
  • Financial Reporting
  • Documentation, Coding, and Billing
  • Fraud, Waste, and Abuse
  • Falsifying of Reports or Records
  • Retaliation or Any Other Compliance Issue

    HIPAA Privacy

    What is HIPAA?
    Congress in 1996. The HIPAA Privacy Rule protects the privacy of your health information.

    HIPAA establishes who can examine and receive your health information and gives you specific rights over that information. As a healthcare provider, Imperial County Behavioral Health Services (ICBHS) is required to implement and follow HIPAA in order to appropriately protect your Protected Health Information, or PHI.

    Your Rights
    You have the following privacy rights under HIPAA:

    Notice of Privacy Practices
    All individuals have the right to receive a Notice of Privacy Practices (NOPP)

    The NOPP summarizes how ICBHS uses and discloses PHI.
    It describes the individual’s rights with respect to PHI
    It describes the legal obligations of ICBHS to protect privacy, provide a notice of privacy practices, and abide by the terms of the current privacy notice
    It provides information on how to file a complaint with the ICBHS Privacy Officer or the Secretary of the US Department of Health and Human Services.

    Privacy Breaches and Identify Theft
    The ICBHS Compliance Unit is responsible for addressing privacy concerns, privacy complaints, and reports of potential privacy breaches. If you believe your privacy has been breached or you have a question about your PHI, please give us a call at (442) 265-1525. You may also reach out to Federal agencies who provide oversight.

    If you are concerned about your PHI, you may want to take some proactive steps to help ensure your information is safe. The State of California provides extensive resources related to what you can do if you believe you are the victim of identity theft.

    File a Complaint
    The HIPAA Privacy Rule allows you to make a complaint regarding a violation of your privacy rights by a covered entity. If you believe that a person, agency, or program covered under HIPAA violated your or someone else’s health information privacy rights, or committed another violation of the Privacy Rule, you may file a complaint by submitting the form below. Anyone may file a complaint. Members of the workforce may use this form to report violations of HIPAA by others in the workforce.
