Behavioral Health Advisory Board

Mr. Walk is an Imperial Valley native who was raised on a farm in the north end and has lived in El Centro the past 32-years.  He is a graduate of Calipatria high school, followed by Imperial Valley College and then Cal Poly, Pomona with a bachelor’s degree in Agricultural Economics in 1977.  Mr. Walk has an extensive background in senior management, commercial & agricultural banking and finance, real estate and land management. He has served on the Imperial County Mental Health Board for 20+ years.  Former community activities include the El Centro Planning Commission (12 years), Small Business Development Center Advisory Committee (14 years), Imperial County Economic Development Loan Committee (10 years), Imperial Valley College Foundation (2 years), Joint Strike Fighter Committee (2 years), Financial Institutions Fund Committee for Education (2 years), El Centro Elementary School District Citizens Oversight Committee (4 years) and The Rustlers social club (12 years). Mr. Walk is married to Debbie Walk and they have two adult children: daughter, Kelsey, with a doctorate in Physical Therapy, who operates her business KWalk Kids; and son, Bryan, with a bachelor’s degree in Economics, who is employed in IT with the San Diego Gulls Hockey team.

Ms. Flores has dedicated more than 22 years to serving the elderly population through the Imperial County Area Agency on Aging, where she serves as the Imperial County Long-Term Care Ombudsman Coordinator.  In this role, she advocates for one of the community’s most vulnerable populations, ensuring the rights and well-being of residents in skilled nursing and residential care facilities throughout Imperial County.

She is an active member of the California Long-Term Care Ombudsman Association (CLTCOA) and serves as the Imperial County Coordinator for the California Department of Aging’s Community Emergency Response Team (CERT), supporting emergency preparedness and response efforts for older adults.

During Fiscal Year 2025, Ms. Flores proudly served as the City of Calexico Hearing Officer.  She currently serves as a Commissioner on the City of Calexico Measure H Commission, contributing to oversight, transparency, and accountability in the implementation of Measure H initiatives.

Ms. Flores previously served for 12 years on the Calexico Housing Authority Board, where she held leadership positions as Chairperson and Vice Chair before completing her tenure as a Commissioner.  Throughout her service, she worked to promote quality housing opportunities and strengthen the well-being of the Calexico community.

Her commitment to public service extends to numerous civic and community organizations.  She is a member of the Calexico Woman’s Improvement Club, a volunteer with Mujere’s With Voice in Calexico, a previous member of the Lions Club of Calexico, Soroptimist International of the Americas – El Centro, and the Southern Board Committee–Calexico.

Ms. Flores earned an Associate of Science degree in Business from Kelsey-Jenney College and a Bachelor of Science in Public Administration from the University of Phoenix.  She is currently pursuing a Master of Business Administration with an emphasis in Public Administration, further strengthening her leadership and public service expertise.

Throughout her career, Ms. Flores has remained committed to advocating for vulnerable populations, promoting ethical leadership, and improving the quality of life for residents throughout Imperial County and the City of Calexico through dedicated public service, civic engagement, and collaborative leadership.

Ms. Castañeda was born and raised in Brawley, CA, where she resides with her husband and daughter. Ms. Castañeda has been a full-time employee of Pioneers Memorial Hospital since 2001. She graduated from Imperial Valley College in 2003 with her associate in nursing and went on to receive her Bachelor of Science Degree in Nursing from the University of Phoenix. Ms. Castañeda is currently a graduate student at Walden University.

Mr. Irigoyen is a graduate of Loyola Marymount University with a degree in Business Administration. He owns and operates an agribusiness company. He has two children Susana and Analise. He is currently Chairman of the Imperial County Economic Development Commission. He is an active member of the Imperial County Sheriffs Aero Squadron, being its commander for 7 years. He is past president and an active member of Rotary in addition to being a Paul Harris Fellow contributing to the Rotary foundation. He believes in giving back and the importance of serving the wellbeing of the Imperial Valley community and is actively involved in programs that support our youth and development of Imperial Valley. He was appointed to the Behavioral Health Advisory Board in June 2024.
