Substance Use Disorder Services

Screening

The initial service appointment at the DMC‑ODS SUD clinic focuses on clarifying the member’s treatment needs and identifying possible substance use problems using the Tobacco, Alcohol, Prescription medication, and other Substance Use Screening Tool (TAPS). The TAPS screening tool is used for screening adult SUD members, and the Screening to Brief Intervention (S2BI) Tool is used for screening adolescent members. Members are admitted to SUD services upon screening and scheduled for an American Society of Addiction Medicine (ASAM) Assessment with a Licensed Practitioner of the Healing Arts (LPHA). Initial services include care coordination, individual and group outpatient counseling and Medications for Addiction Treatment (MAT).

DMC-ODS Services

Early Intervention Services: Services provided for individuals under the age of 21. Any individual under the age of 21 screened and determined to be at risk of developing an SUD may receive early intervention services such as group counseling, individual counseling, and patient education.

Outpatient Treatment Services: Services that consist of up to nine (9) hours per week of medically necessary SUD services that include assessment, treatment planning, individual and group counseling, family therapy, patient education, medication services, collateral services, crisis intervention, and discharge planning.

Intensive Outpatient Treatment Services: Intensive services that consist of a minimum of nine (9) hours and a maximum of nineteen (19) hours per week of medically necessary SUD services that include assessment, treatment planning, individual and group counseling, family therapy, patient education, medication services, collateral services, crisis intervention, and discharge planning.

Recovery Services: Services available to clients who have completed a primary course of treatment.  Services will be available to clients whether they are triggered, have relapsed, or as a preventive measure to prevent relapse.  Services will be provided within the context of a treatment plan, which will include a plan for ongoing recovery and relapse prevention.

Initial Assessment

The first appointment is with a qualified clinician who conducts a comprehensive assessment to identify your individual needs, strengths, treatment history as well as your developmental, vocational, and social history.

Medication Support Services

This service is provided by a psychiatrist who assesses, prescribes, administers, and monitors medication effectiveness. Nursing staff also evaluates your health by collecting medical history and they monitoring your progress.

Therapy

Therapy is provided individually or in a group setting by qualified clinicians with the focus to assist individuals in resolving problem areas. Some of the therapy models focus on dealing with depression, anxiety, anger and socialization problems, adjustment, and symptoms related to traumatic experiences.

Rehabilitative Services

This service assists you and your family in the development of skills to improve or maintain your functioning related to learning, independent living and enhanced self-sufficiency

Care Coordination

Services that provide assistance to access needed medical, educational, social, prevocational, vocational, rehabilitative, or other community services.

Crisis Intervention

An emergency response service for a condition which requires immediate intervention.

Inpatient Services

This service includes assessment of individual immediate needs and referral to contracted inpatient psychiatric services.

sSummary of SUD Services

Substance Use Disorder (SUD) Treatment Programs provides timely, quality, and professional SUD outpatient treatment services to individuals with substance use disorders by providing a whole person care approach. The treatment of SUD is complex and requires considering the full spectrum needs such as medical and behavioral. SUD Treatment is dedicated to the wellbeing and recovery of all residents in Imperial County.

Under the Drug Medi-Cal Organized Delivery System (DMC-ODS), SUD Treatment Programs provides the following services:

  • Early Intervention Services
  • Outpatient Treatment Services
  • Intensive Outpatient Treatment Services

Within these services, the following service components are provided:

  • Recovery Incentives Program
  • SUD Treatment Programs provide recovery incentives services also known as Contingency Management which is an evidence-based treatment approach for Medi-Cal participants with a stimulant use disorder. The Recovery Incentives Program is a 24-week treatment focusing on reinforcing positive behavior change and meeting treatment goals such recovery adherence. Participants are provided with small gift cards for not using any stimulant drugs that is measured by negative drug tests twice a week for 12 weeks and once a week for the remainder 12 weeks. Participants are rewarded for changing their behavior and receive ongoing support on their path to recovery.

Clinician Consultation: Services to support ICBHS physicians and licensed therapists providing SUD services with complex cases, which may address medication selection, dosing, side effects management, adherence, drug-drug interactions, or level of care considerations.

DMC-ODS Service Components:

Assessment: The first appointment with a qualified treatment provider who will conduct a screening to determine the presence of a SUD condition and immediately provide necessary services based on the individual needs. Furthermore, a qualified therapist will conduct a comprehensive assessment based on the American Society of Addiction Medicine (ASAM) criteria to determine the individual’s appropriate level of care.

Care Coordination: Services that support clients as they move through the continuum of SUD care.  Services will assist clients to access needed medical, educational, social, prevocational, vocational, rehabilitative, or other community services. The major role of the assigned SUD Counselor or clinician will be to provide evidence-based interventions that will assist clients in having successful transitions throughout the levels of care and gain overall recovery.

Individual Counseling: Consists of one-on-one sessions with therapists or counselors.

Group Counseling: Focuses on the needs of the participants. Groups can range from 2-12 participants and are available in both English and Spanish.

Family Therapy: Therapy and counseling sessions are extended to include the client and family members and other support systems.

Medication Services: Includes prescription or administration of medication related to substance use disorder services, or the assessment of the side effects or results of the medication.

Ambulatory Withdrawal Management: Two levels of medically necessary outpatient withdrawal management provided by a licensed physician with specialty in addiction medicine and a licensed vocational nurse. Assist with managing acute and post-acute withdrawal symptoms in a safe outpatient setting. Services include assessment, on-site monitoring, medication services, coordination, and discharge planning.

Medication for Addiction Treatment (MAT) for OUD, AUD, and other non-opioid SUDs: Services that include the ordering, prescribing, administering, and monitoring of medication for the treatment of Alcohol Use Disorder (AUD), Opioid Use Disorder (OUD), an any Substance Use Disorder (SUD).  A licensed physician with a specialty in addiction medicine and a licensed vocational nurse will provide services when medically necessary. The following MAT medications are prescribed: Acamprosate, Disulfiram, Naltrexone, and Buprenorphine.

Patient Education: Education on substance use, treatment, recovery, and associated health risks.

Recovery Incentives Program: SUD Treatment Programs provide recovery incentives services also known as Contingency Management which is an evidence-based treatment approach for Medi-Cal participants with a stimulant use disorder. SUD Crisis Intervention Services: Focuses on alleviating the crisis problem and stabilizing the immediate situation. Service is provided in the least intensive level of care.

Contracted Services

Narcotic Treatment Program: Treatment for opiate addiction to prevent opiate withdrawal, block the effects of opioid use, and decreases opiate craving.

Residential Treatment Services: 24-hour treatment and short-term services for substance use at a residential facility. Withdrawal Management Services are provided to assist with intensive withdrawal symptoms when medically necessary.

Recovery Residences: Offer supportive and stable housing in a group setting for people who are overcoming a substance use disorder.
