Behavioral Health Services Act (BHSA) – Community Information & Public Comment Period
Imperial County Behavioral Health Services
Imperial County Behavioral Health Services (ICBHS) is pleased to inform the community about the transition from the Mental Health Services Act (MHSA) to the Behavioral Health Services Act (BHSA). This change includes both the Behavioral Health Services Act (BHSA), SB 326 and the Behavioral Health Infrastructure Bond Act (BHIBA), AB 531, to support Californians living with the most significant mental health and SUDs needs. This new statewide initiative strengthens California’s behavioral health system and expands support for individuals and families experiencing mental health and substance use challenges.
ICBHS has developed a BHSA Integrated Plan (IP) that outlines how Imperial County plans to implement these changes and continue investing in behavioral health services for our community.
What is the Behavioral Health Services Act (BHSA)?
The BHSA was established to modernize and expand behavioral health services in California. The initiative builds on the foundation of the MHSA and aims to:
- Expand access to behavioral health services for children, youth, adults, and older adults
- Strengthen services for individuals experiencing serious mental illness and substance use disorders
- Increase housing and treatment supports for individuals experiencing homelessness
- Improve prevention, early intervention, and community-based services
Through BHSA, counties will continue working with community members, providers, and partners to ensure services meet local needs.
BHSA Integrated Plan (IP) for Imperial County
The draft BHSA IP describes how ICBHS plans to allocate funding, support programs, and address community behavioral health priorities.
This plan was developed with input from community stakeholders, service providers, partner organizations, and individuals with lived experience.
Public Comment Period
ICBHS invites community members, stakeholders, and partners to review the Draft BHSA IP and provide feedback.

During this period, community members may review the draft plan and submit comments, suggestions, or questions.
